Sinopse: No Departamento de Polícia de Chicago, o Distrito 21 é composto por dois distintos grupos. Existem os policiais fardados que fazem a patrulha e ficam cara-a-cara com os criminosos nas ruas. E a Unidade de Inteligência (Intelligence Unit), o time que combate os maiores delitos na cidade – crime organizado, tráfico de drogas, assassinatos.

Liderando a Unidade de Inteligência está o Sargento Hank Voight (Jason Beghe), um homem disposto a contornar a lei em busca de justiça, vive cometendo excessos e contornando a lei, inclusive em benefício próprio, é corrupto, mas tem um pouco de senso de justiça. Árduo e exigente, apenas os mais destemidos conseguem sobreviver sob seu comando. O Detetive Antonio Dawson (Jon Seda), por exemplo – apesar do passado turbulento com seu chefe, pretende liderar a Unidade... e se isso significa encarar Voight todos os dias, ele irá persistir.

Dos policias que trabalham nas ruas e sonham em subir na carreira àqueles que já estão na elite, a vida no trabalho é um desafio. As responsabilidades que vêm com o território levam a desvios emocionais na vida pessoal dos personagens, além dos muros do Distrito 21.
